Cellcom Israel (recently updated)

Israel's largest cellular operator, and the Israeli military's mobile supplier since 2012. Holds an Israeli Civil Administration licence to provide cellular services in the occupied West Bank valid until 2032, ran at least 167 active antennas across the occupied West Bank, occupied East Jerusalem and the occupied Syrian Golan as of January 2025, and has been contracted as sole supplier, on an exemption from tender, to carry out infrastructure works in eight settlements. Listed in all three editions of the UN OHCHR settlements database.

Partner Communications (recently updated)

Major Israeli mobile, fibre, television and electricity operator, formerly Orange Israel. Runs more than 200 cellular antennas on occupied land under an Israeli licence that obliges it to cover at least 95% of settlement or road surface, and is licensed to provide fixed communication services to settlers in the occupied West Bank and occupied East Jerusalem until January 2027. Listed in all three editions of the UN OHCHR settlements database.

e& (formerly Etisalat) (recently updated)

The UAE's state-controlled telecoms group, formerly Etisalat, selling mobile and broadband to 244.7 million subscribers in 38 countries. Its own published roaming list carries the four Israeli mobile operators at 4G and 5G, all four of which the UN human rights office lists for supporting Israeli settlements, while the two Palestinian operators on the same document are carried at 2G and 3G only. In December 2025 it put customer care, retail and network operations onto an AI platform built by Amdocs.

Bezeq (recently updated)

Israel's incumbent telecommunications group and the owner of the country's fixed-line network, operating through the wholly owned subsidiaries Pelephone, Bezeq International and yes. Holds an Israeli domestic carrier licence for the occupied West Bank granted on 26 October 2020, owns 64 properties in settlements, and in September 2025 announced a project with the state roads company to lay more than 1,000 kilometres of optical fibre to settlements in the occupied West Bank and the occupied Syrian Golan. Bezeq, Pelephone and yes are listed separately in all three editions of the UN OHCHR settlements database. Norway's sovereign wealth fund excluded the company in December 2024, after Bezeq told the fund's ethics council it had no possibility of stopping.
