Google supplies cloud and artificial intelligence to the Israeli government under Project Nimbus. Contract documents leaked to the Guardian and reported in October 2025 record that the suppliers may not restrict which arms of that government use the services, and that they agreed to signal to Israel when a foreign court orders disclosure of Israeli data. The UN Commission of Inquiry found in September 2025 that Israel is committing genocide against Palestinians in Gaza, and the International Court of Justice held the occupation unlawful in July 2024.

Alphabet reported second-quarter 2026 revenue of $119.8 billion, with Google Cloud up 82% to $24.8 billion, so this is exclusion on principle rather than pressure on the price. Norway's Government Pension Fund Global holds more than $20 billion in Alphabet. Bloomberg reported on 5 November 2025 that the Norwegian finance ministry suspended its ethics council's exclusion work rather than face selling large US technology holdings.

Reputational

Google dismissed around fifty workers after the April 2024 sit-ins against Project Nimbus, and a federal judge in California allowed their retaliation claims to proceed in September 2025. Around a hundred Stanford graduates walked out of Sundar Pichai's commencement address in June 2026. In February 2026 a former employee complained to US securities regulators that the company had breached its own AI principles in its Israeli work; Google denies it.

Operational

The Nimbus services run under adjusted terms of service drafted with the Israeli government rather than Google's own acceptable use policy, and the Israeli finance ministry has refused to publish them. Google removed its pledge not to build artificial intelligence for weapons or surveillance in February 2025. Microsoft withdrew an Israeli military intelligence unit's access to its cloud in September 2025, which shows what a supplier can do when its own terms are enforced.

Google sells search, advertising and cloud computing, and with Amazon it supplies the Israeli government's cloud and artificial intelligence infrastructure under Project Nimbus. A UN investigator, the Special Rapporteur on the occupied Palestinian territory, found in June 2025 that the two give Israel virtually government-wide access to those technologies. Documents obtained by the Washington Post show Google granting Israeli military requests for expanded AI access from October 2023 onwards. The International Court of Justice held Israel's occupation of Palestinian territory unlawful in July 2024, and the UN Commission of Inquiry found in September 2025 that Israel is committing genocide against Palestinians in Gaza. Microsoft cut an Israeli military intelligence unit off from its cloud that same month, the precedent to put to Google's buyers and shareholders.

Key Leverage Points

  • Carry the Palestinian demand to the executive who has to answer it. 7amleh, the Palestinian digital rights organisation, has tracked this contract since it was signed. Its September 2024 report names Project Nimbus and asks technology companies to commission independent human rights impact assessments, publish them and implement the findings. The Palestinian BDS National Committee renewed the call on 2 March 2026, asking institutions to end their contracts with Google and Amazon. Send that demand to Kent Walker, Google's chief legal officer, and ask for the assessment by a named date.
  • A rival did what Google says its contract forbids. In September 2025 Microsoft withdrew Israeli military intelligence Unit 8200's access to cloud and AI services, after its own review found preliminary support for reporting that the unit stored intercepted Palestinian phone calls there. Google's position is that the Nimbus terms do not let it restrict particular arms of the Israeli government. Ask your Google Cloud account manager in writing whether that is still the position, and put the reply in front of whoever signs the renewal.
  • Make the contradiction Google's problem rather than yours. Zviel Ganz, of the Israeli finance ministry's legal department, was asked whether the suppliers could shut off services to the Israeli government. He answered: "According to the tender requirements, the answer is no." Leaked documents reported in October 2025 record that Israel may generate any data it wishes on the platform. Google says Nimbus is not directed at classified or military workloads. Any public body buying Google Cloud can ask which statement governs its own contract (sources).
  • One fund began the assessment; ask why it stopped. Norway's Government Pension Fund Global holds more than $20 billion in Alphabet, and its Council on Ethics was due to assess Alphabet, Amazon and Microsoft over their Israeli work. Bloomberg reported in November 2025 that the finance ministry suspended that work rather than face selling large technology holdings. Ask the trustees of any fund you belong to what their own assessment concluded.

Evidence Summary

Google's own announcement of 26 May 2021 records that it won Nimbus through a public tender run by Israel's Government Procurement Administration. Israeli finance ministry procurement documents obtained by The Intercept show the state weapons manufacturers Israel Aerospace Industries and Rafael are required to buy their cloud from Google or Amazon, and record the Israel Land Authority as a customer. Google opened a cloud region in Tel Aviv in October 2022, which is what keeps the data inside Israel.

An internal Google assessment written before signature warned that its cloud services could be linked to the facilitation of human rights violations, including Israeli activity in the West Bank. Documents obtained by the Washington Post then show the company escalating and granting Israeli military requests for AI access from October 2023 onwards. In February 2025 Google removed its pledge not to build AI for weapons or surveillance. In February 2026 a former employee told US securities regulators that Google had helped an Israeli military contractor apply Gemini to aerial video; the company says it gave standard help-desk information.

Mai Ubeid, a Palestinian software engineer, graduated from the Google-funded Gaza Sky Geeks school and was killed with her family in an Israeli air strike on 31 October 2023. Google workers held vigils for her in New York, Seattle and London, and some were warned for handing out leaflets about her. Around fifty employees were dismissed after the April 2024 sit-ins, and a federal judge allowed their retaliation claims to proceed in September 2025.

Engagement Strategy

Google sells to almost everyone, so the useful pressure is institutional: the bodies that buy Google Cloud, the funds that hold Alphabet, and the people who work and study inside it.

  • Public and institutional buyers. Ask which Google Cloud and Workspace contracts your government, health service, university or council holds, what they cost, when they expire, and what the human rights due diligence concluded. Freedom of information requests are the standard route where they exist.
  • Investors and trustees. Ask what Alphabet exposure your pension fund, endowment or ethical fund holds, and send them the Norwegian decision and the UN investigator's finding.
  • Workers, students and staff. The dismissals, the litigation and the Stanford walkout show that recruitment and campus standing are where this lands. Student unions and staff bodies can ask what their institution buys, and publish the answer.

Recognising Systemic Challenge

TechCrunch: Sundar Pichai faces boos and a walkout at Stanford's commencement

Around a hundred to two hundred of six thousand graduating students walked out of Stanford Stadium as the Alphabet chief executive began the commencement address, in a protest planned weeks in advance over Project Nimbus and Google's US immigration enforcement work. Protesters held an alternative ceremony in the Arboretum. Recruitment and campus standing are where a technology company feels this kind of pressure first.

Electronic Frontier Foundation: Google and Amazon, acknowledged risks and ignored responsibilities

EFF sets out the gap between Google's public position (that Nimbus is 'not directed at highly sensitive, classified, or military workloads' and is governed by its acceptable use policies) and reporting that the Israeli government may use any service in the supplier's catalogue. Google closed its purchase of the Israeli-founded cloud security company Wiz on 11 March 2026, its largest acquisition, after twelve months of regulatory review and unconditional clearances in the United States, the European Union, Australia, Israel, Saudi Arabia, South Africa and Türkiye. Wiz now sits inside Google Cloud alongside Project Nimbus.

Washington Post: whistleblower says an Israeli military contractor used Google's Gemini

A former Google employee filed a confidential complaint with US securities regulators alleging that in July 2024 Google's cloud division answered a support request from someone using an Israeli military email address, seeking to make Gemini more reliable at identifying drones, armoured vehicles and soldiers in aerial video, and that staff ran internal tests to help. The complaint alleges Google misled investors by acting against its published AI principles. A Google spokesperson said: 'We answered a general use question, as we would for any customer, with standard, help desk information', and that the account's spending was under a couple of hundred dollars a month.

Bloomberg: Norway suspends wealth fund ethics work affecting its technology holdings

Norway's finance minister paused the exclusion work of the Council on Ethics of the $2.1 trillion Government Pension Fund Global. The council had been due to assess Alphabet, Amazon and Microsoft over their Israeli work under guidelines that could have forced divestment. US technology stocks are more than 15% of the fund's equity value and its Alphabet holding alone exceeds $20 billion.

The Guardian, +972 Magazine and Local Call: Israel demanded Google and Amazon use a secret code to sidestep legal orders

A joint investigation based on leaked Israeli finance ministry documents including a finalised version of the Nimbus contract. It reports that the contract prevents the companies from restricting how Israeli military and security services use the services, and from suspending Israel's access even for breaches of the suppliers' own terms; that Israel is 'entitled to migrate to the cloud or generate in the cloud any content data they wish'; and that the companies may not act in a way that would 'discriminate' against the Israeli government. It also reports the 'winking mechanism', recorded in the contract as 'special compensation': coded shekel payments matching a country's dialling code, to signal to Israel that a foreign court had compelled disclosure of its data. Google's response: 'The idea that we would evade our legal obligations to the US government as a US company, or in any other country, is categorically wrong.'

Amnesty International: Microsoft blocks an Israeli military unit's access to its technology

After a joint investigation by the Guardian, +972 Magazine and Local Call found that Israeli military intelligence Unit 8200 had stored intercepted Palestinian phone calls on Azure, Microsoft's own review found preliminary support for the reporting and the company withdrew the unit's access to a set of cloud and AI services. The clearest documented case of a cloud supplier enforcing its terms against an Israeli military customer, and the comparison to put to Google.

Fired Google workers' retaliation claims allowed to proceed

A federal judge in the Northern District of California denied Google's motion to dismiss the retaliation claims brought by nine former employees dismissed after the April 2024 protests, holding that further factual development was required; some state-law claims were dismissed. The workers allege they were punished for opposing both Project Nimbus and the treatment of Palestinian, Arab and Muslim colleagues. A separate claim by a former employee of fifteen years was allowed to proceed in part on 31 July 2026. More than fifty of those dismissed had also filed an unfair labour practice charge with the National Labor Relations Board in 2024, seeking reinstatement and back pay.

Washington Post: Google co-founder calls the UN 'transparently antisemitic' after the report naming Alphabet

Screenshots from an internal Google forum, whose authenticity the Washington Post verified with a current member of the forum, show co-founder Sergey Brin describing the United Nations in those terms following the Special Rapporteur's June 2025 report naming Alphabet over Project Nimbus. The company's most senior figures have engaged with the finding by disputing the body that made it.

UN Special Rapporteur on the occupied Palestinian territory, 'From economy of occupation to economy of genocide'

Names Alphabet Inc. (Google). The report records that in 2021 Israel awarded Alphabet and Amazon.com a $1.2 billion contract, Project Nimbus, 'largely funded through Ministry of Defense expenditure', to provide core tech infrastructure. It finds that Microsoft, Alphabet and Amazon 'grant Israel virtually government-wide access to their cloud and artificial intelligence technologies', that the Nimbus consortium stepped in with critical cloud and AI infrastructure in October 2023 when the Israeli internal military cloud overloaded, and that Israel-located servers 'ensure data sovereignty and a shield from accountability, under favourable contracts offering minimal restrictions or oversight'. It records that in July 2024 an Israeli colonel described cloud tech as a weapon in every sense of the word, citing these companies.

Washington Post: Google worked to win Israeli military business after the Gaza assault began

Internal documents show Google escalating an October 2023 request from Israel's Ministry of Defense for expanded access to its Vertex AI tools, and granting the access by mid-November 2023. A November 2023 document records a Google employee thanking a colleague for facilitating the request. Further documents from 2024 show continued military requests for wider AI access, including for Gemini in November 2024, and internal concern about losing the business to Amazon. Google has publicly said its Nimbus work is not directed at classified or military workloads relevant to weapons or intelligence services.

The Intercept: Israeli weapons firms required to buy cloud services from Google and Amazon

Israeli finance ministry procurement documents show that Israel Aerospace Industries and Rafael Advanced Defense Systems, the two state-owned weapons manufacturers, are required to buy their cloud computing from Google or Amazon under the Nimbus framework. The same documents record the Israel Land Authority among Nimbus customers.

NPR: Google fires 28 workers who protested selling technology to Israel

Nine workers were arrested during sit-ins at Google offices in New York and Sunnyvale on 16 April 2024, including a ten-hour occupation of Google Cloud chief executive Thomas Kurian's office. Google dismissed 28 employees the following day and the total reached around fifty after further investigation, describing the protests as 'completely unacceptable behavior'. The workers organised as No Tech for Apartheid, a campaign formed in 2021.

The Intercept: Google will not comment on Israel using its photo software in Gaza

The New York Times reported in March 2024 that the Israeli military ran a mass facial recognition programme in Gaza using a system from the Israeli firm Corsight alongside the face-grouping feature in Google Photos, a free consumer product, and that an Israeli officer said the Google feature worked better than the alternatives. The Palestinian poet Mosab Abu Toha was detained and beaten after being picked out this way, and released without charge; soldiers told him it had been a mistake. Google declined to comment on the use of its product.

Google Cloud: the Israel region is now open

Google's announcement of its Tel Aviv cloud region, me-west1. The post states that Google Cloud was selected by the Israeli government to provide cloud services to government ministries, and that the local region supports data residency and compliance requirements. Israeli servers are what make the state's data resident in Israel rather than abroad.

Google Cloud: selected to provide cloud services to the State of Israel

Google's own announcement of Project Nimbus. It records that Google Cloud was chosen through a public tender run by Israel's Government Procurement Administration, that the engagement runs for an initial seven years and may be extended to twenty-three, and that it covers government ministries, authorities and government-owned companies, with higher education institutions, health maintenance organisations and municipalities also able to buy from it. The Accountant General of Israel, Yali Rothenberg, is quoted congratulating Google on the win.

7amleh and the Palestinian Digital Rights Coalition warn against the 'al-Munasseq' application

The Palestinian Digital Rights Coalition, convened by 7amleh with the Council of Human Rights Organizations, warned that the Israeli Civil Administration's al-Munasseq application, which Palestinians in the occupied West Bank use to apply for movement and work permits, collects files, messages, location data and camera access, and asked third states and civil society to ensure Palestinians are not compelled to use rights-violating digital services. The Israeli research centre Who Profits records that Google Play hosts the application.

  1. Cloud revenue up 82%

    Alphabet reports second-quarter revenue of $119.8 billion, up 24%, with Google Cloud up 82% to $24.8 billion and a backlog of $514 billion. The campaign has cost the company staff, litigation and campus standing, not growth.

  2. Stanford graduates walk out on the chief executive

    Around a hundred to two hundred graduating students leave Stanford Stadium as Sundar Pichai begins the commencement address, protesting over Project Nimbus and Google's US immigration enforcement work, and hold an alternative ceremony outside.

  3. Wiz completes; Palestinians renew the call

    Google completes its $32 billion purchase of the Israeli-founded cloud security company Wiz on 11 March, its largest acquisition, placing it inside Google Cloud alongside Project Nimbus. On 2 March the Palestinian BDS National Committee renews its call for institutions to end contracts with Google and Amazon over Nimbus.

  4. A whistleblower goes to the securities regulator

    A former Google employee files a confidential complaint with US securities regulators alleging the company acted against its published AI principles by helping an Israeli military contractor apply Gemini to aerial surveillance video, and thereby misled investors. Google says it answered a general use question with standard help-desk information.

  5. Norway pauses the assessment that could have excluded Alphabet

    Bloomberg reports that Norway's finance ministry suspended the exclusion work of the Government Pension Fund Global's Council on Ethics, which had been due to assess Alphabet, Amazon and Microsoft over their Israeli work. The fund's Alphabet holding exceeds $20 billion.

  6. The contract terms leak

    The Guardian, +972 Magazine and Local Call publish leaked Israeli finance ministry documents including a finalised Nimbus contract. They report that the suppliers may not restrict which arms of the Israeli government use the services or suspend access for breaches of their own terms, and that the companies agreed a coded payment system to signal to Israel when a foreign court compelled disclosure of Israeli data. Google says the idea that it would evade its legal obligations is categorically wrong.

  7. Microsoft cuts a unit off; a judge lets the workers' case proceed

    On 25 September Microsoft withdraws Israeli military intelligence Unit 8200's access to a set of Azure cloud and AI services after its own review found preliminary support for reporting that the unit stored intercepted Palestinian phone calls there. On 16 September the UN Commission of Inquiry concludes that Israel is committing genocide against Palestinians in Gaza. On 19 September a federal judge in California allows the dismissed Google workers' retaliation claims to proceed.

  8. The company answers by attacking the UN

    Screenshots from an internal Google forum, verified by the Washington Post with a current member of the forum, show co-founder Sergey Brin describing the United Nations as transparently antisemitic following the report.

  9. A UN investigator names Alphabet

    The UN Special Rapporteur on the occupied Palestinian territory publishes her report on the economy of occupation, naming Alphabet Inc. (Google) and finding that Microsoft, Alphabet and Amazon grant Israel virtually government-wide access to their cloud and artificial intelligence technologies under contracts offering minimal restrictions or oversight.

  10. The pre-signature warning is published

    The Intercept obtains an internal Google assessment prepared before the contract was signed, warning that Google Cloud services could be used for or linked to the facilitation of human rights violations, including Israeli activity in the West Bank.

  11. Google drops its weapons and surveillance pledge

    Google rewrites its AI principles and removes the section listing applications it would not pursue, which had covered weapons, surveillance contravening internationally accepted norms, and uses contrary to international law and human rights.

  12. The adjusted terms of service surface

    The Intercept reports Israeli government documents stating that adjusted terms of service, drafted with the government, are the only terms applying to the cloud services consumed, and that Israel may make any use of any service in the supplier's catalogue. The Israeli finance ministry declines to publish those terms.

  13. 'A weapon in every sense of the word'

    At the 'IT for IDF' conference in Rishon LeZion, the head of the Israeli military's computing unit describes public cloud services as a weapon in every sense of the word, naming the providers the military turned to. Google's logo is removed from the sponsor list at the last minute. In the same month, a support request from an Israeli military email address asks Google to make Gemini more reliable at identifying drones, armoured vehicles and soldiers in aerial video.

Nine are arrested and 28 dismissed the next day, with the total reaching around fifty after further investigation. Days later Sundar Pichai tells employees the company is not a place to fight over disruptive issues or debate politics.

  16. An engineer is dismissed for protesting in public

    A Google Cloud software engineer is dismissed days after interrupting a company presentation at an Israeli technology conference, saying he refused to build technology that powers genocide. A policy analyst resigns later the same month.

  17. The Israeli military's cloud overloads and Google expands its access

    As the assault on Gaza begins, the Israeli military's internal cloud overloads and the Nimbus suppliers step in. Internal documents obtained by the Washington Post show Google escalating a Ministry of Defense request for wider access to its Vertex AI tools, granted by mid-November 2023. On 31 October Mai Ubeid, a Palestinian software engineer who graduated from the Google-funded Gaza Sky Geeks coding school, is killed with her family in an Israeli air strike; Google workers hold vigils for her in New York, Seattle and London.

  18. Google opens an Israeli cloud region

    Google Cloud region me-west1 opens in Tel Aviv, giving the Israeli state data residency inside Israel. Who Profits records local cloud sites built for Nimbus at an initial investment estimated at NIS 4 billion. Google workers had published an open letter opposing the contract in October 2021.

  19. Israel awards Project Nimbus to Google and Amazon

    Israel's Government Procurement Administration selects Google Cloud and Amazon Web Services to supply cloud infrastructure and artificial intelligence to government ministries, authorities and state-owned companies. Google's own announcement of 26 May 2021 describes an initial seven-year engagement extendable to twenty-three years. The UN Special Rapporteur on the occupied Palestinian territory later records the contract as worth $1.2 billion and largely funded through Ministry of Defense expenditure.
