Elbit supplies the Israeli Ministry of Defence with aerial munitions, tank electronics and land systems used in Gaza, where the UN Commission of Inquiry found in September 2025 that Israel is committing genocide against Palestinians. On 19 February 2026 the Public Interest Law Centre and Campaign Against Arms Trade asked the Metropolitan Police war crimes unit to investigate four current and former British directors of Elbit Systems UK under the International Criminal Court Act 2001. No charges have been brought.

Reputational

Elbit sells nothing to consumers and defends no brand. Its exposure sits with the governments and institutions that buy from and hold it, and in 2026 three of them stepped back: the British Army's GBP 2 billion collective training contract went to Raytheon in January, after reporting from August 2025 on a whistleblower dossier alleging hospitality to Ministry of Defence officials during the bid, which a Ministry review found no rule violations in; Ireland took delivery of a EUR 53 million government jet specified without Elbit's landing system; and Scotiabank's asset manager sold its last Elbit shares in February.

Financial

2025 revenue of $7.94 billion, up 16.3%, of which $2.56 billion was earned in Israel; GAAP net income $534.3 million; order backlog $28.1 billion at 31 December 2025 and a record $30.2 billion at 31 March 2026, about 71% of it non-Israeli. First-quarter 2026 revenue was $2.19 billion and net income $160.8 million, and S&P Global Ratings Maalot raised the long-term rating to ilAAA in May 2026. Divestment will not move this share price; it is worth pursuing as exclusion on principle and as a signal to government buyers.

Operational

In December 2025 the NATO Support and Procurement Agency suspended Elbit and its Orion Advanced Systems subsidiary from new tenders while Belgian and Luxembourg prosecutors investigate alleged bribery of agency staff. Elbit is not itself under investigation, and says it has not been suspended from any NATO programme and that no NSPA project has stopped. Allianz ended general insurance cover in November 2025 and Aviva ended employers' liability cover for UAV Engines in September 2025; Aspen and Chubb took the business on. UK sites have faced sustained protest, with hundreds outside the Bristol facility in July 2026.

Elbit Systems is Israel's largest weapons manufacturer, supplying the Israeli Ministry of Defence with advanced airborne munitions, drones and tank electronics. It also supplies surveillance systems for Israel's separation wall in the occupied Palestinian territory, an occupation the International Court of Justice found unlawful on 19 July 2024. Human Rights Watch identified Elbit's Hermes as one of the two Israeli drone types then carrying the missiles used in six drone-launched strikes it investigated in Gaza. Those strikes killed 29 Palestinian civilians, eight of them children; the report attributed no individual strike to either platform. Elbit tells investors it has experienced a "continued material increase" in Israeli Ministry of Defence demand since October 2023: it treats the war as demand, not as a risk. On 16 September 2025 the UN Commission of Inquiry, a panel of independent experts appointed by the UN Human Rights Council, concluded that Israel has committed genocide against Palestinians in Gaza (sources). The Israeli state cannot be pressured out of buying from Elbit. Its other customers can be, and in 2026 several stepped back.

Key Leverage Points

  • Make the fund say what the equipment is for. Elbit supplies the surveillance systems on Israel's separation wall in the occupied Palestinian territory, and AFSC Investigate screens the company under "Wall and Checkpoints in Palestine". Norway's Government Pension Fund Global excluded Elbit on that ground on 3 September 2009, for "other particularly serious violations of fundamental ethical norms", and the exclusion still stood in August 2026. When you ask a fund or university to follow Norway, ask it to write the wall into its own reasoning. An exclusion recorded as reputational risk is reversed the day the risk passes; one recorded as the wall is not.
  • Count contracts won elsewhere, not the share price. Two European governments went against Elbit in three decisions in 2026; its order backlog still reached a record $30.2 billion. Ask whoever buys on your behalf, a council, a university or a defence ministry, what it holds with Elbit and when it comes up.
  • Quote Ireland at anyone who says there is no alternative. Ireland took delivery of a EUR 53 million government jet in August 2026 with its Israeli-made enhanced landing system removed at ministerial insistence. It accepted a limit on landing in fog rather than buy Israeli.
  • Take procurement integrity to the officer who will not discuss Gaza. The NATO Support and Procurement Agency suspended Elbit from new tenders in December 2025, while Belgian and Luxembourg prosecutors investigate alleged bribery of agency staff. Elbit is not itself under investigation, and says no NSPA project has stopped.
  • Send the questions to the subsidiary, not to Haifa. Elbit Systems UK and Elbit Systems of America hold the contracts. In February 2026 the Public Interest Law Centre, acting for a Palestinian national living in the UK, asked the Metropolitan Police war crimes unit to investigate four current and former directors of Elbit Systems UK. No charges have been brought.

Documented Impact

Israel accounted for $2.56 billion of Elbit's $7.94 billion 2025 revenue, and $817.9 million in the first quarter of 2026. The Israeli Ministry of Defence awarded Elbit approximately $200 million for airborne munitions in April 2026, approximately $130 million for CH-53K helicopter integration that February, and $210 million in November 2025 to renew tank electronics. The UN Special Rapporteur on the occupied Palestinian territory, an independent expert appointed by the UN Human Rights Council, named Elbit first among the arms manufacturers examined in a report of 30 June 2025. Amnesty International named it that September among fifteen companies states should bar from government contracts, trade shows and research grants (sources).

In January 2026 the British Army's GBP 2 billion collective training contract went to Raytheon, and in July the Ministry chose Portugal's Tekever AR5 to replace Watchkeeper, built by Elbit's joint venture with Thales UK. Separately, a whistleblower dossier alleged that a Ministry of Defence civil servant accepted seven dinners from Elbit during the bid; a review found no rule violations, and the Ministry had left the dossier unexamined for seven months.

Allianz ended general insurance cover in November 2025 and Aviva ended employers' liability cover for its UAV Engines subsidiary that September, but Aspen and Chubb took the business on. Scotiabank's 1832 Asset Management sold its last Elbit shares in February 2026.

None of it has touched the balance sheet. Between April and July 2026 Elbit booked $750 million of rocket artillery for Greece, approximately $1.4 billion for an unnamed European customer and over $370 million of US border surveillance. A campaign that promises to bankrupt Elbit will be contradicted by the next quarterly report; one that removes it from procurement lists buyer by buyer is already working.

Engagement Strategy

Three audiences, with a different ask for each.

  • Government buyers. Ask the department to publish every contract it holds with Elbit and its subsidiaries, apply the exclusion grounds in its procurement rules, and name the supplier chosen instead.
  • Pension funds, universities and endowments. Ask them to exclude Elbit on Norway's published reasoning. AFSC Investigate, the American Friends Service Committee's corporate research project, gives trustees a ready evidence base.
  • Insurers, auditors and landlords. Pressure has to follow the contract: Aspen and Chubb replaced Allianz and Aviva.

Breaking Defense: UK selects Tekever AR5 to succeed Watchkeeper

The Ministry of Defence selected the Portuguese-built Tekever AR5 to replace Watchkeeper, with up to GBP 400 million over the next decade, an initial order of six aircraft and a target fleet of up to 24 by 2029, and a production facility in Swindon. Records that in November 2024 the Ministry cancelled plans to acquire 46 further Watchkeeper airframes and that a Defence Staff official described the system as no longer fit for operational purpose. Watchkeeper was built by U-TacS, the joint venture of Thales UK and Elbit Systems.

PILC and CAAT call on the Metropolitan Police to investigate Elbit Systems UK directors

Middle East Eye: Allianz and Aviva end insurance cover for Elbit

Allianz ended its general insurance cover for Elbit Systems on 1 November 2025, and Aviva ended employers' liability cover for UAV Engines Ltd, an Elbit subsidiary, on 7 September 2025. Aspen Insurance now provides employers' liability cover for Elbit Systems UK and Chubb covers UAV Engines. Allianz did not respond to requests for comment and Aviva declined to comment. The cover was replaced, not lost.

Militarnyi: Elbit suspended from NATO procurement pending a corruption investigation

The NATO Support and Procurement Agency suspended Elbit Systems and its subsidiary Orion Advanced Systems from bidding, while the Belgian Federal Public Prosecutor's Office and Luxembourg authorities investigate alleged bribery of NSPA staff by defence suppliers. Norges Bank Investment Management exclusion list: Elbit Systems Ltd

Norway's Government Pension Fund Global excluded Elbit Systems on 3 September 2009 under the criterion 'other particularly serious violations of fundamental ethical norms', on the basis of its supply of surveillance systems for the separation wall. Verified as still in force on the live exclusion list in August 2026. Human Rights Watch: Precisely Wrong

Investigates six Israeli drone-launched missile strikes in Gaza during the assault of December 2008 to January 2009 that killed 29 Palestinian civilians, eight of them children, including nine students waiting for a UN bus outside the Gaza Technical College and children playing on rooftops. The blast patterns, crater analysis and tungsten cube fragments recovered at impact sites identified the munition, the Rafael Spike missile. The report identifies the two Israeli drone types then carrying Spike missiles as 'the Hermes, produced by the Israeli company Elbit Systems Ltd., and the Heron, produced by Israeli Aerospace Industries', and does not attribute any individual strike to a particular platform. Concludes that operators failed to take all feasible precautions to verify that targets were combatants.

  22. Human Rights Watch documents drone-launched strikes on Gaza civilians

    Human Rights Watch investigates six Israeli drone-launched missile strikes during the assault of December 2008 to January 2009 that killed 29 Palestinian civilians, eight of them children. The report identifies the two Israeli drone types then carrying Spike missiles as Elbit's Hermes and the Heron produced by Israel Aerospace Industries, and attributes no individual strike to either platform.
