The Boeing Company

Introduced in the US Senate on 19 March 2026 by Senator Bernie Sanders with Senators Van Hollen, Merkley and Welch, and referred to the Committee on Foreign Relations. It would prohibit the licensing of defence articles published in the Congressional Record on 12 March 2026, 'including 5,000 defense articles relating to the Small Diameter Bomb Weapon Systems'. Boeing manufactures the GBU-39 Small Diameter Bomb. Two companion resolutions filed the same day target 10,000 BLU-111 and 12,000 BLU-110A/B bomb bodies.

Sets 6 November 2026 as the deadline for shareholder proposals to be included in the 2027 proxy statement under Rule 14a-8, and 17 April 2026 as the date of the 2026 annual meeting. The two shareholder proposals on the 2026 ballot concerned disability access and action by written consent. Records Stephen K. The State Department approved a possible Foreign Military Sale to Israel of thirty AH-64E Apache attack helicopters and related equipment for an estimated $3.8 billion, and the Defense Security Cooperation Agency delivered the certification notifying Congress. The itemised list includes 70 T700-GE 701D engines, 30 Longbow fire control radars, 30 modernised target acquisition and designation sights, missile and rocket launchers and manned-unmanned teaming kits. The notification states: 'The principal contractors will be The Boeing Company, located in Arlington, VA; and Lockheed Martin, located in Orlando, FL.'

Boeing Defense, Space & Security recorded revenue from contracts with customers of $27,234 million in 2025, of which $21,070 million was from US customers, against a loss from operations of $128 million. Non-US customers, which the filing states include Foreign Military Sales through the US government, accounted for 46% of total company revenues. Revenue by customer location gives the Middle East as $7,023 million in 2025 against $4,635 million in 2024, across all three segments.

Human Rights Watch investigated four Israeli strikes on Lebanese reconstruction sites between August and October 2025 that killed three people and injured at least eleven. At Msayleh, struck on 11 October 2025, researchers found the tail fin of a US-produced JDAM guidance kit bearing the numeric code 76301, 'a Commercial and Governmental Entity (CAGE) code that identifies it as having been manufactured by Boeing', described as the overall contractor for the JDAM. The organisation states the remnants were 'consistent with' a JDAM guidance kit.

Boeing is among the 104 businesses screened. The report identifies 1,115 European financial institutions with financial relationships to those businesses, USD 310 billion in loans and underwriting between January 2023 and August 2025, and USD 1,503 billion in shares and bonds held at 31 August 2025. Names Boeing first among fifteen companies, alongside Lockheed Martin, Elbit Systems, Rafael, Israel Aerospace Industries, Palantir and others. States that 'Amnesty International has documented the use of Boeing bombs and guidance kits in unlawful air strikes carried out in the occupied Gaza Strip', and that 'the Israeli military likely used Boeing-manufactured weapons, including Joint Direct Attack Munitions and GBU-39 Small Diameter Bombs, in a series of deadly air strikes that killed scores of Palestinian civilians across Gaza, including many children'. Asks the named companies to suspend all sales into Israel, states to bar them from government contracts, trade shows and research grants, and investors to divest.

The Commission concluded that Israel has committed genocide against Palestinians in the Gaza Strip, finding that four of the five acts of genocide defined in the Genocide Convention were committed, and that Israel bears responsibility for the failure to prevent genocide, the commission of genocide and the failure to punish it. The finding is confined to Gaza.

Israel requested 3,845 KMU-558B/B JDAM guidance kits for the BLU-109 bomb body and 3,280 KMU-572 F/B JDAM guidance kits for the MK 82 bomb body, at an estimated $510 million. The notification states: 'The principal contractor will be The Boeing Company, located in St. Charles, MO', and that part of the requirement may be transferred from US government stock.

The sale covers 201 MK 83 1,000-pound bomb bodies, 4,799 BLU-110A/B bomb bodies and 5,000 JDAM guidance kits for the MK 83, at an estimated $675.7 million. The notification records that 'The Secretary of State has determined and provided detailed justification that an emergency exists that requires the immediate sale', thereby waiving the congressional review requirements under Section 36(b) of the Arms Export Control Act. The principal contractors named are Repkon USA and The Boeing Company of St. Charles, Missouri.

The package covers 2,166 GBU-39/B Small Diameter Bombs Increment 1, 2,800 MK 82 500-pound bomb bodies, 13,000 JDAM guidance kits for the MK-84 bomb body, 3,475 JDAM guidance kits for the BLU-109 bomb body, 1,004 JDAM guidance kits for the GBU-38, and 17,475 FMU-152A/B fuzes. Deliveries were estimated to begin in 2025. The principal contractors named are The Boeing Company of St. Louis, ATK Tactical Systems, L3Harris Fuzing and Ordnance Systems, and McAlester Army Ammunition Plant.

Israel requested up to 50 new F-15IA multi-role fighter aircraft and mid-life update kits for its 25 existing F-15I aircraft, with 120 F110-GE-129 engines and 75 APG-82(V)1 radars, at an estimated $18.82 billion. Deliveries were estimated to begin in 2029. The notification states: 'The prime contractor will be The Boeing Corporation, located in St. Louis, MO.'

The International Court of Justice found Israel's continued presence in the occupied Palestinian territory unlawful and set out the obligations of other states in relation to trade and dealings with the occupation.

CNN geolocated video from the strike on the 'Kuwait Peace Camp 1' displacement camp in Rafah on 26 May 2024, in which at least 45 people were killed and more than 200 injured, most of them women and children according to the Gaza Health Ministry and Palestinian medics. Four explosive weapons experts who reviewed the video for CNN identified the tail of a US-made GBU-39 Small Diameter Bomb, 'which is manufactured by Boeing'. Former US Army ordnance disposal specialist Trevor Ball said he 'saw the tail actuation section and instantly knew it was one of the SDB/GBU-39 variants'. Human Rights Watch's Richard Weir and two former British Army officers made the same identification.

Following pro-Palestinian protests, Portland State University president Ann Cudd announced on 26 April 2024 that the university would pause seeking or accepting further philanthropic gifts or grants from Boeing, describing the step as 'not a permanent action'. The university held no Boeing investments. Boeing had given $150,000 to name a classroom and around $28,000 a year in scholarships.

A Cornell undergraduate referendum in April 2024, with 46.77% turnout, passed by roughly two to one a question calling on the university to divest from weapons manufacturers including Boeing. The university administration rejected the result the following month.

A coalition of 57 organisations rallied outside the Seattle Convention Center in March 2024, and the first day of Boeing's Defense Supplier Summit was cancelled and the conference moved online.

The International Court of Justice found a real and imminent risk to the right of Palestinians in Gaza to be protected from acts of genocide, and ordered Israel to prevent them. The legal framework on which export licensing, procurement and institutional exclusion decisions rest.

Amnesty International investigated strikes on the al-Najjar family home in Deir al-Balah on 10 October 2023, which killed 24 people, and on the Abu Mu'eileq home on 22 October 2023, which killed 19. Metal fragments recovered from the rubble carried the stamped code 70P862352, which Amnesty associates with JDAM guidance kits and with Boeing, and photographs showed the distinctive rivets and harness of a JDAM frame. Of the 43 killed, 19 were children and 14 were women. Amnesty states the bombs 'likely weighed' 2,000lb and at least 1,000lb respectively.

The Palestinian General Federation of Trade Unions, the General Union of Palestinian Teachers, the General Union of Palestinian Women, the General Union of Palestinian Engineers, the Palestinian Journalists' Syndicate, the Palestinian Bar Association and twelve other Palestinian unions and professional associations called on trade unions in relevant industries to refuse to build weapons destined for Israel, to refuse to transport weapons to Israel, to pass motions in their unions to that effect, to take action against complicit companies holding institutional contracts, and to pressure governments to stop all military trade with Israel. The accompanying industry guide names Boeing as the manufacturer of many of the guided weapons used by the Israeli military, and locates JDAM tail kit production at St Charles, Missouri, GBU-39 production at St Louis and KC-46A production at Everett, Washington.

The American Friends Service Committee's corporate research project places Boeing on the BDS Divestment Shortlist and tags it Gaza Genocide and Weapons and Military Equipment. Records Boeing supplying Israel with F-15 aircraft, AH-64 Apache helicopters, KC-46 tankers, V-22 Osprey and Chinook aircraft, 8,550 GBU-39 Small Diameter Bombs between 2010 and 2021, and 18,379 JDAM guidance kits between 2000 and 2021. Also records the student divestment resolutions naming Boeing at the University of California Irvine, Brown, Swarthmore and the University of Chicago. Page valid as of 17 November 2022.

Human Rights Watch investigated three Israeli strikes in the assault of May 2021. Munition remnants recovered by Palestinian police on al-Wahda Street on 16 May, and analysed by the organisation, were of GBU-31 series air-dropped bombs fitted with a JDAM guidance kit 'produced by Boeing and exported by the United States to Israel'; 44 Palestinian civilians were killed there, 18 of them children. Remnants Human Rights Watch found at al-Shati refugee camp on 23 May were of a GBU-39 Small Diameter Bomb, also produced by Boeing; the 15 May strike there killed ten civilians, eight of them children. The organisation found no evidence of military targets at the sites.

Boeing states it 'strengthened the Israeli aerospace industry by nearly $1 billion (3.5 billion Israeli shekels) in the last three years', that it 'has directed at least 35 percent of the contract value from Israeli government defense procurements to Israel-based companies and suppliers', and that it has assessed and trained over 60 Israeli small and medium enterprises. Israeli partners named include Israel Aerospace Industries, Elbit Systems, RADA Electronics Industries, Ashot Ashkelon Industries and TAT Technologies.

Norway's Government Pension Fund Global excludes Boeing under the product-based criterion 'Production of nuclear weapons', with effect from 5 January 2006. Verified on the live exclusion list in August 2026. The exclusion rests on nuclear weapons production and not on any Israel-related ground. The Norwegian Government has appointed a committee to review the ethical framework, reporting by 15 October 2026, and under temporary guidelines Norges Bank cannot make new exclusion decisions but may revoke existing ones.
